Community Update 29 April 2011
Getting the information out there
Local residents are reporting that they find the information the Community Association is sending out very helpful. However only about 20% of households are receiving this information as we either do not have their email addresses or they do not own a computer. Letterbox drops are not able to be done very frequently at this time. To improve communication rates please help us with the following:
· Check your neighbours know about the Community email data base – please send any new addresses to chair@mpcc.org.nz
· Join the Mt Pleasant Community Facebook page
http://www.facebook.com/pages/Mt-Pleasant-community-Christchurch/118824294860099
· Let neighbours without computers know that they can collect a hard copy of the emailed information from the honey stand at the Farmers Market between 10.00am and 1.00pm on Saturdays

Red Cross Grant
This grant offers a $500 grant to recognise the disruption families are facing with schools and ECE centres. Some families have had their children moved from centre to centre, school to school and it is costly and destabilising. Some schools are operating on a system of split shifts where children come in for a morning shift and then another school uses the premises for an evening shift. This is going to become increasingly difficult in winter. Please contact Red Cross to find out more about this grant.
Minister calls for expressions of interest
Minister calls for expressions of interest
Canterbury Earthquake Recovery Minister Gerry Brownlee is calling for expressions of interest for membership of the community forum to be formed under the Canterbury Earthquake Recovery Act.
“We are looking for representatives of community-based organisations to put forward their nomination for consideration to be appointed to the community forum,” Mr Brownlee said.
Under the Canterbury Earthquake Recovery Act, the Minister for Canterbury Earthquake Recovery must invite at least 20 people who are suitably qualified to participate in the community forum.
“The intention is to involve a range of grass roots community, business, social, and cultural interests in the forum.
“It will in the main be made up of non-elected persons who take a representative role in their communities.”
The purpose of the forum is to provide the Minister with information or advice in relation to the operation of the Canterbury Earthquake Recovery Act.
Any community-based organisation in Canterbury with a nomination for the forum should email a brief curriculum vitae of their suggested representative(s) to communityforum@cera.govt.nz by 5pm on Wednesday 4 May 2011.
“We are looking to get this forum up and running as quickly as possible,” Mr Brownlee said.

Please contact Wendy 384 0454, 027 352 7504 Children’s’ Earthquake Stories Wanted As previously mentioned the local resident Susan Kornfeld is writing a record how the February 22 earthquake affected our lives and how we coped or responded as a community. She would still like to have more adult stories but equally she would like to hear from the perspective of our children. If you have a child with a story to tell please contact Susan on susan@perspective.com or phone 376-5413 Ferrymead Bridge Civil Defence has lifted the heavy vehicle restriction on Ferrymead Bridge. Ferry Road sewer works are continuing throughout the weekend and one northbound and one southbound lane will remain open both sides for traffic during the Easter break. Speed Limit With rain expected this Easter, Civil Defence requests drivers take extra precautions around potholes and uneven road surfaces. Drivers are reminded to comply with road rules over the Easter break, including the 30 km/hr speed limit in the Central City and some suburbs, as many roads remain damaged. Library Hours over Easter Christchurch City Council Libraries will be closed on Friday 22 April, Good Friday and Monday 25 April, Easter Monday but will be open normal hours on Saturday 23 April and Sunday 24 April. To check whether your local library is open, view the full list of library opening hours at http:// Ferry Road sewer Works to repair the Ferry Road sewer which collapsed after ground subsidence caused by the 22 February earthquake will continue over the Easter weekend. It could take several weeks to put a temporary fix in place. A permanent repair will be part of a programme of work planned as part of the whole city’s response to the quake. Drivers are asked to be patient while works are underway. One northbound and one southbound lane will remain open both sides for traffic during the Easter break. Cycle Initiatives Civil Defence has approved a number of cycle initiatives aimed at improving conditions for cyclists and encouraging cycle movement across the city. Cycle initiatives have been approved for routes to key destinations or linking existing cycle routes across the city and include: 1. Clearway along both sides of Bealey Avenue during peak traffic flow times. 2. Shared cycle/pedestrian path on the north side of St Asaph Street between Durham and Madras streets. 3. Cycle lane extension on both sides of Blenheim Road between Curletts and Main South roads. 4. Repairs to earthquake damaged shared cycle/pedestrian paths through Hagley Park. Further information including a map can be found at: http://canterburyearthquake. Treatment Plant update We are seeing improvements to the operation of the Christchurch Treatment Plant. As of Friday 15 April we had six oxidation tanks in operation, compared to the previous Friday when we had 2 ½ tanks in operation. The quality of the final effluent has improved. All flow arriving at the plant is now going through the treatment process before going to the ponds. Kerbside Collection during Easter. Kerbside collection is back to normal in all zones other than the Red Zone. If your regular weekly collection is on a Friday, your waste bins will be collected on Friday 22 April (Good Friday). If your regular weekly collection is on a Monday, your waste bins will be collected on Monday 25 April (Easter Monday). Geotech Update From: PortHillsGeotech Sent: Wed 13/04/2011 11:44 a.m. Subject: Update for McCormacks Bay/Mt Pleasant Dear residents Update for McCormacks Bay/Mt Pleasant Geotechnical engineers from URS Ltd have been mapping the landslide area at Maffeys Road and La Costa Lane. This landslide will need to be monitored over the winter for movement. Measures to reduce the amount of water going into the landslide, such as filling in cracks with swelling clay, are being assessed and may be implemented before winter. Fill failures on Soleares Ave and Santa Maria will be addressed by EQC and Christchurch City Council. Timeframes for residents whose homes have been red placarded for geotechnical reasons in the Maffeys Road/Soleares Ave area to return to their houses are still unclear at this stage, although it is still likely to be at least 2-3 months. Most of the landslide and ground cracking issues in the McCormacks Bay and Mt Pleasant areas will be addressed through the normal EQC land damage assessment process. EQC land damage assessments are about to start – there is more information on this in the updated factsheet (link below). Geotechnical engineers working for Civil Defence/CCC will be available to answer questions following the community briefing at Sumner School on Sunday 17 April at 12 noon. If you are unable to make this briefing there will also be geotechnical engineers at Lyttelton Main School at 2.30pm or Woolston Park at 5pm that day, or Sydenham Park at 5pm on Monday 18 April. Please note: Time frames are indicative only – they are the best estimate that geotechnical engineers can give at present. This is because the remedial work depends on a number of factors, including liaison with the Earthquake Commission, weather and geological conditions over the coming months. Updated landslide and rock fall factsheet Please read our updated landslide and rockfall factsheet at www.canterburyearthquake.org. Letters for insurance purposes If you require a letter from Christchurch City Council or Civil Defence because your house has been red placarded for geotechnical reasons please contact us at PortHillsGeotech@ccc.govt.nz. We can send a letter to your home address or an alternative postal address, for you to give to your insurance company. Security We have not placed landslide and rock fall information for specific areas on thewww.canterburyearthquake.org. A list of areas with vacant houses due to landslide or rock fall risk has been provided to the Police so they can include them in their reassurance patrols around the city. However, if you do see suspicious activity please contact the Police on 111 – they will respond. Spreading the word Please share this information with neighbours who may also be affected with geotechnical issues, particularly if they do not have access to email. If you know of people that would also like to receive these emails please ask them to email PortHillsGeotech@ccc.govt.nz with their name and preferred email address. Regards Geotechnical Team Emergency Operations Centre Hard copies of Community Update Can you please let your neighbours without internet access know that they can pick up a copy of the Mt Pleasant Community Update at the honey stall at the Farmers Market on Saturdays between 10am and 1pm starting after Easter. Saturday’s aftershock
A 5.3 magnitude aftershock struck Mt Pleasant, Saturday April 16 2011 5:49 pm. The shock was centred 10 kilometres north-east of Diamond Harbour, at a depth of 10 kilometres and was strongly felt by Mt Pleasant Residents breaking water pipes and causing further incidents of liquefaction at the bottom of the hill. There are reports of rock falls in the Sumner-Redcliffs area. Water repair teams are in the process of repairing the water main at Monks Spur. If residents don’t have water there is a free-standing water tank at the BP station, Main Road, Redcliffs.
The Strategy Building in Victoria Street is now leaning. Roads in the vicinity, including Montreal have been closed.
Facebook
The Mt Pleasant Community now has its own Facebook page to allow residents to share knowledge about all things earthquake and community related – just search under Mt Pleasant community, Christchurch.
Portaloos
At the Association’s recent AGM the community was advised to be a little more pro-active about ensuring the portaloos are distributed where they most need to be. To this end it appears three portaloos at the very start of Mt Pleasant Road on the left as you come up the hill by the track are not being used. Can people please confirm to chair@mpcc.org.nz if they are being used, if so are all three needed? Similarly if there are no portaloos in your street or within a reasonable distance could you also email chair@mpcc.org.nz
Chemical Toilets
Don’t call the CCC call centre to ask for a chemical toilet if you live east of the Ferrymead Bridge. Chemical toilets are not intended for our area – we are asked to use portaloos or if you don’t have access to a portaloo use your own providing it flushes but please flush only once a day.
Local Fletchers Hub
EQR is setting up Hub offices in communities affected by the earthquake. In addition to EQR project management personnel, Hubs house Community Liaison Officers to provide assistance to homeowners and provide a place for council officers, consultants and community and government service groups to work from.
Each Hub oversees Satellite Street Sheds located in the zones where work is being carried out. These accommodate EQR-nominated supervisors who are the primary contacts for affected homeowners and the contractors appointed to undertake the work.
The first Hubs have been set up in areas where we have the most claims information and where there are no land damage issues that prevent work from starting on houses.

Beware of Burglars in Mt Pleasant
Unfortunately there are burglars are around the area. Menlo Terrace (lower St Andrews Hill) had three burglaries Sunday 10th April). These happened around 2:30am in the morning as a neighbour noted the time they heard a car down this very secluded Terrace. All three houses were unoccupied, but still had things in them that were worth taking for a quick sale. The police do not follow up on burglaries at this time of emergency – resident ex St Andrews Hill.
Odds and Sods from today’s Community Briefing
· Land reports for the whole city should be available by the end of May. A land report is required for all home earthquake claims prior to settlement.
· Temporary housing will be available at Linwood Park from about mid-May.
· Our sewer system is very badly damaged and will take 3-4 months to repair.
· The Ferry Road sewer fault will take several weeks to repair.
· Drinking water will continue to be chlorinated for another few months.
· If your house is threatened by rock fall resulting in you having to evacuate your home you are entitled to lodge a claim even if you have not suffered actual damage.

Ferrymead Bridge
The Ferrymead Bridge did suffer damage in the 22 February earthquake, as did the new construction works and the temporary staging
Since the earthquake there have been a number of actions undertaken:
1. The bridge has been inspected and tested to ensure it has adequate strength before being opened to light vehicles.
2. The bridge is monitored to check for any further movement or damage.
3. A 24 hour security presence has been in place to prevent heavy vehicles (>3500kg) using the bridge.
4. A bracing system has been designed and installed to prevent movement of the pier columns.
5. The bridge must be jacked back to close to its original profile before heavy traffic can use the bridge – this work is expected to be complete by early May.
In parallel to the above work to secure the bridge, the project team (CCC staff, Opus Consultants and the contractor HEB Structures) has been investigating the best way to continue the work to strengthen and widen the bridge. The damage to the existing bridge and new works means that redesign/rework is required. Options for this will need approval from the insurer and may require additional or changed consents. As a result a timeline for completion is not yet known.
It is our priority to continue the strengthen and widening project as quickly as we can to improve and secure access across the bridge for local residents and visitors.

Public Information Update
Water Chlorination
Water chlorination continues across the city, including Lyttelton to
safeguard drinking water. Chlorine has been introduced on pump stations
feeding the east side of the city to provide extra protection to the
public water supply given the extensive damage that occurred to both the
water supply and wastewater pipe networks after the February 22
earthquake.
Chlorine is a highly effective disinfectant and helps kill harmful
bacteria that could potentially exist in the water or in the water
supply pipes given the damage to the underground pipe network.
To reduce the smell and taste of chlorine in drinking water, boil
chlorinated water or store it an open vessel in the refrigerator.
Water chlorination will continue until further notice. Extensive work is
underway in designing and starting construction of new water mains and
sewer pressure mains to reduce the risks to the public water supply.
Once this work is completed, chlorine will be removed from the water
supply.
Accommodation
We would like to advise again, that we hardly sustained any damage to the motels, and have been open since water was restored some weeks ago.
We have had couples/families staying with us on long term basis at reduced rates, covered by their insurance companies.
We have a couple of apartments becoming available from next week, if any of your residents require long term accommodation, while their houses are being repaired, we would be pleased to help out if we can.

Subject: Light Relief for People from Christchurch from Chris Brittenden
Hi
This is what I’ve been working on for the past couple of weeks. It’s a website that gives Christchurch residents access to huge discounts from tourist attractions and the odd free entry. It is support of a different kind, a sort of light relief. I noticed what a difference a holiday away made to friends of mine from Christchurch. Operation Smiles supports this and aims to give people from Christchurch better holidays so they will feel recharged and ready to face life post earthquake upon their return home.
It is in Northland and Auckland so far and I’m working on expanding it nationwide. It will be a long term project.
The link is:-
http://www.operationsmiles.org.nz
To kick start it I have found sponsors to donate an entire competition. The winners will be up to 2 adults and 2 children – but it can be a couple or individual and friend anyone from Christchurch can be nominated to win Five Days of Fun in Auckland and Northland.
I need your help to spread the word as we are just starting to publicize this and need the word to spread so people in Christchurch can make use of this project and one lot of them win the holiday. An article was supposed to be in the Christchurch Press today or tomorrow about it and it was on ZB Christchurch with Mike Yardley. Lots more promotion to go!
Please email this onto anyone/everyone that would be relevant to, especially family and friends in Christchurch who can use it and anyone throughout New Zealand that may want their tourism attraction to participate.
And nominate any Christchurch people you know that should be our winner. They are nominated via the Win Five Days of Fun link on the website.
And all the people in Christchurch that receive this can you please forward this email onto mates and family and get nominating. Frankly some people have nominated themselves and that is completely fine as well.
The prize is for a maximum of 2 adults and 2 children, and includes:
• Return flights from Christchurch to Auckland, compliments of Air New Zealand.
• Two nights luxury accommodation, donated by SKY CITY grand hotel, Auckland.
• One family pass to the Sky Tower, donated by SKY CITY, Auckland.
• Two nights seaside accommodation at Seabreeze Studios, Mangawhai Heads donated by Bede Brittenden (thanks Dad!)
• One complimentary family pass to MOTAT donated by MOTAT.
• One complimentary family pass for a harbour cruise and / or / both Waiheke Island, donated by Fullers.
• One complimentary family pass on Whale & Dolphin Safari donated by Explore NZ.
• One complimentary family pass to the Auckland Zoo donated by The Auckland Zoo.
• One complimentary family pass to Hot Pools donated by Aquatic Park, Parakai Springs.
• One surfing lesson for up to 2 adults and 2 children donated by Muriwai Surf School.
• One complimentary family pass to Wood Hill Forests tree adventures donated by Tree Adventures.
• 5 days of complimentary rental car donated by Hertz.
• Plus additional access to all other Operation Smiles attractions, at discounted rates
The more people that know about it and use it the bigger I can grow it so thank you for passing this on and for any nominations that you put forward. Feel free to email any comments and if you want to add a link to any appropriate website that would be great.
Cheers
Chris Brittenden, (Chrissy, Christine and so on!!)
